Permission to create new Project

Hi to you all,

Is there a permission in JIRA to create Projects, or this is allowed only to Admins?

Currently, only JIRA admin can create issues, you can vote here - https://jira.atlassian.com/browse/JRA-1431

Indeed but there are certain issues like the one above and setting "default values for system fields" that really need attention.

I'm afraid it's admin-only in the main product.  Atlassian do have open issues about delegating permissions more, and they're working on them too, but at the moment, you need add-ons to be able to delegate project-creation.
