Permission to mention/tag other users

Hi,
When I provide to my customer permission to mention "@" his colleagues or someone of my team (using Global permissions -> Browse users and groups) - it's automatically provides him access to full list of my Jira users - other customers and all my employees.
Is there any possibility to limit browsing users and groups only within a particular project but not in range of my entire site Jira users?

Hi Denis

As the permission suggest it is a global permission it is implemented across the whole instance of jira .

 

I cannot think of specifically a way where it can be given to certain and stopped to certain .
