Permissions to mark comments with '@'

Hi,

For none administrator users (with license upto 10 users) how can a user comment on a user story with '@' to direct his comment to a specific person?

Currently our users (basic and trust permissions) when trying to mark @ in order to open a list of users names to direct them their comments, no list displayed and  nothing happen.

Please advice.
