Permissions to "Transition Issues"

I gave the assigned project role the permission "Transition Issues", but it still doesn´t work. Where else could there be a setting that prevents them to drag the issue to another swimlane?

You can't drag issues between swimlanes.

The permission to transition issues grants the user the ability to use transitions in the workflow, which are triggered by dragging cards between columns on a board.

If a user can't drag an issue from one column to another then the reason is

They do not have permission to transition issues at all (which you've checked)

There are one or more conditions on the transition between the source status and target status that stops them using it

There is no transition between the current status and the new one in the target column

Do you mean swimlane or column? Swimlanes are the horizontal ones. If you want to change the swimlane the issue is assigned to, you have to change the issue's property according to the swimlane definition.
