How is the JIRA workflow layout persisted. Is there a way to access to it in order to correct some buggy positioning and missing transition labels?

By persistance I mean the internals on how the layout of a workflow is stored in JIRA db or whatever mechanism is used.

By Workflow layout do you mean the Workflow designer?
If it is that you can go to the workflow administration section and select the Workflow Designer of the Workflow you want to edit.

It's not completely clear what you mean by this. Isn't it you just need to open the workflow administration and do the positioning and label changes?
