Please guide how to increase perpetual license

Hi

We are maintain JIRA server (Perpetual) for defect management .We are having 100 licensed users. Please advise how to increase the licensed users and cost for the same. Currently Atlassian  JIRA software version is 8.7.1

Unfortunately, you cannot perform a licence upgrade. Nonetheless, you can rationalize your licence usage by removing/desactivating the users not connected for a while.

You can also, if your instance is only accessible from your company network or though its VPN, open your instance and projects(or some of them) to anonymous users.

Any other suggestions on how to add extra user license?how can we proceed since we need to increase the users as an urgent requirement
