My team consists of 12 testers, 9 developers and 25 Business users. The main activity among them would involve bug tracking and its closure.
Would you suggest which JIRA tool to invest and the count of Licenses needed.
I was suggested to try some new tool - JIRA Core which should be enough for my bug tracking activity.

it really depends on what is your needs. But from what you already posted you might ask yourself these questions:
Is the team-size stable, or will there be any changes in the near future? If not you can probably go with a 50 user server license (46 already in use, so not much space to grow).
By the way - is an on-premise-solution (server) neccessary? Otherwise you can also go with a cloud Version.
Do you want to use boards? I would miss them - if it's not neccessary then jira core could be sufficient, otherwise you should have a closer look on jira software (especially for your developers - using kanban/scrum boards could be a great improvement).
Maybe it's not the answer you hoped for to have the solution but therefore I hope these and other questions that may occur could help you identify your real needs.

As suggested would go for the cloud version since would not have the bandwidth for the server setup and things around it.
Count of members may not vary much to 3 up or down as per load, the 50 license one sounds a good option.
We are yet to commence any project on Agile activities so boards may be skipped for now. Jira core should be sufficient.
Just went through the JIRA licensing and its prices site and bit confused.
Is there possibility to buy a minimum amount of JIRA software licenses -10 for agile projects only and the rest members work on JIRA core- 50 licenses .
Would you be able to confirm if JIRA Core version would support bug tracking else the above option of Core and Software would not work.

right cloud sounds good - than you may decide wether you do monthly subscription or annually - with the monthly subscription you could easily add new members and you are not bound to any package (as "50 users"/"100users"...) but per person.
I think you could use jira core for bug tracking, but before you decide you should use the opportunity of the trial versions and compare both - and then decide which one better suits your needs. Or at least try the core trial (which is 7 days, but could be extended for quite some more time).
You may have 2 instances of jira (on core and one software) but this is a little bit more complicated to have them work together - you might need help with it (which easily extends budgets).
