Just ran across your question and I'm going to make an assumption for my answer that the core issue is about licensing. Apologies if it's not but I don't get much context as it's a bit unclear what is meant by user count. Jira Add-ons, almost without exception, are licensed for the same number of users that the Jira instance is licensed for. There are numerous ways to attempt to get the number of actual users of an add-on which often require running one or more queries against the Jira database. The add-on characteristics most often dictate the queries required to sort out who uses that particular add-on.
