With a recent update (today or yesterday) the dropdown where I change issue status has moved from the top of the right sidebar to the top of the main column. In this position it scrolls out of view when reviewing comments and it's necessary to scroll back to the top to view or change it.
Can it be restored to its original position at the top of the right sidebar, where it remains visible and accessible throughout scrolling?
Well that's interesting. It seems to have reverted to the way it was. Good move, thanks Atlassian.

Presently, are development team are doing certain experiments on their end to see change the look and feel of the Jira.
Due to the same the devs select few sites and your site was one of them.
So this just part of the experiment and hence its moved to the left
something on these lines
Incase you wish to turn this off you can reach out to https://support.atlassian.com/contact/#/ so that they can further check if its possible to turn this off.

Raise a support ticket with Atlassian to request this. It is part of an experiment that several users have been reporting recently and that can be undone by reaching out to Atlassian support directly.
