Problems migrating issue data with Project Configurator between Jira 6.4.4 and Jira 7.12.1

Hi there, thanks in advance for any help with this...

Long story short, my organisation is currently on Jira 7.12.1 with Project Configurator 3.1.3. Due to a merger we've inherited a bunch of project data from an older version of Jira. I've been tasked with getting these projects across into our Production environment with issue data intact.

The older version of Jira is 6.4.4 and the older version of Project Configurator is 2.2.3-J6 (I checked this).

Suffice to say if I run a Project Configurator import on the .zip file containing the project XML from the older environment, barring errors/conflicts that can be turned off in the simulator before going ahead with an import, everything except for issue data seems to come across okay. Workflows, custom fields (incompatible add-ons notwithstanding obviously), permission schemes, issue definitions, basically everything that isn't an actual issue.

I've tried all the obvious things like logging in with an admin account and making sure I have the right permissions to browse the project and see the issues if they exist, but no luck.

I've also unzipped the export file from the old environment into a folder and done some poking around in the XML, and I'm seeing issue numbers and issue titles I'm expecting to see so I'm confident that's not missing.

Is this a version migration problem known issue, are there any obvious workarounds I'm missing or would our best solution be to spin up a copy of that environment, upgrade it to the current version of Jira we're using in out production systems and export a new backup file?

I think it is a version problem, try to Upgrade Jira 6.4.4 to 7.12.1 and see if that helps. Also make sure all the other third party plugin versions match. When I do a migration from server to server I usually migrate the metadata(project configuration) first and then import the issue data from Jira Backup using Jira Project Import.
