I have 1 user who's in a PM role that needs to be able to set Next Assignee on tasks but when he goes to type a name in that field, it never lists any users. I've gradually given him all the permissions in the project, and now he has the Project Admin project role and still can't do it. We have others that can, and for the life of me, I can't see any difference between them. Any ideas what Jira permission he might be missing or what might be conflicting with his Project Admin role?
The missing permission was the global "Browse users and groups". It's not in jira-users, but it's in a different group that we have a bunch of people in, just not the affected user.

That user likely does not have the Assign Issues permission. You can use the Permission Helper to assist with identification of the problem. Cheers!

Are they in the jira-software-users group?
