I have a Jira installation on an EC2 with aws backup configured, RDS Postgres. I restored the machine and the RDS Postgres for the same day, copied the attachments from the backup to the instantiation with the deleted project, configured the backup and put the file in the requested folder, but it does not pass the third step.

I see that you appear to be trying to do a project import and that this is stating there is some kind of error here. However the screenshots and the video do not elaborate on the specific problem here.
I would expect that the logs within Jira would provide more details about why this is failing. You can find these under a path of $JIRAHOME/log/atlassian-jira.log for one. This file will likely have more details about what problems Jira sees within this backup file in the process of trying to import here.
Typically we would prefer to investigate these through our main support portal https://support.atlassian.com/contact however this presumes that your account has a valid Support Entitlement Number (SEN). I found there is Jira Server SEN on the account of your domain, but you might not be the billing or technical contact for this license. I would recommend that you reach out to the technical contact of this Jira Server SEN, that user can create a technical support case for this problem. The logs that Atlassian support would likely need to gather to investigate this are might contain sensitive information that you probably don't want to post here in Community.
