The announcement of JIRA 7.3 adds project administrator the ability to change workflow. It says this is enabled by default.

What is the step to disable it? We don't need it since this is centralized in the JIRA Administrator.

I'm not sure you can, but I will have a look presently.

You can stop them with a simple workaround - give them a workflow that is used by another project.  You can only edit a workflow if you are the only project using it.  I suspect that's going to do most of the job for you initially, if you're centralising shared workflows.

That should work, since most of the workflows are shared except 2-3 that are used in a single project each. In this case I will have to create a "dummy" project to make them shared....

I understand the purpose of this new feature, but in cases where there is a strict & centralized administration of the instance, there should be an option to disable this feature.
