Projects and Issues are missing from JIRA Tool Bar

I am trying to configure JIRA for 2 different teams. I created 2 Groups Group A, Group B

I created a Project and Team A Permission scheme - So only Team A can look at the new project that I created.

Now a Members of Team B are saying they don't even see Project or Issues in the tool Bar.

How can I Fix it. Looks like permissions issue but I am not sure what caused this.

After I created a Project they were able to see those 2 missing items.
