Is there any way to publish software projects in the Customer portal same like JSM projects
For example:
If I want to make one workflow for business requests from start till DEV and deployment in Production so All employee access the business project and submit the request and it go through the workflow till it send to DEV then deployment

Customer portal is a JSM feature and it is available just for JSM projects. The only way to do that is to edit project type from Software to Service Desk.
Another way is to create an interaction between two differnt projects (https://www.atlassian.com/software/jira/service-management/product-guide/tips-and-tricks/jira-service-management-and-jira-software#overview)

I can suggest how to do this for Jira Cloud. With the Customer Case for Jira app, you can create a forum for any Jira project type. It can be a portal for your external clients where they can submit their issues or ideas and vote for them. A forum can be public (visible to everybody), private (restricted for specific email addresses or domains, for example, for your internal needs), or you can set it up as a support service just as JSM(private communication with a support assistant). A forum is mapped to a relevant Jira project, and all the requests created on the forum automatically get to this Jira project.
As per your case, you can create a forum from a Jira software project, and create a private Customer Case forum from it so that all the team members can add their feedback to it. And then implement the features that passed the validation in the same project. This workflow reduces feature lead time since the workflow occurs within one Jira project.

what you can do is Client entrance is a JSM element and it is accessible only for JSM projects. The best way to do that is to alter project type with or from Programming to Administration Work area.
