How would we create a list of bugs fixed in a release from our internal JIRA instance and then publish that list to external customers?

For example, could we do this through an external Confluence page? Somehow connect JIRA to our documentation which is published through GitHub pages?

The goal is to automate this process as much as possible so JIRA remains the single source of truth. We don't want to copy and paste from JIRA to somewhere else.

Thanks!

Jira has a built-in Release Notes feature. That would be an easy way.

@Ben Cammett you may want to look at our app for automating the process - Automated release notes

Using ARN you can generate release notes in multiple formats & distribute them in an automated fashion, without any manual intervention whatsoever.
