Hello,
We are using Jira Data Center and I have created an automation rule to change the status of an issue if a pull request is opened.
The pull request appears in the development panel as you can see in the screenshot and the name of the ID is in the title of the pull request.
Going to attach the automation rule created and the manual trigger to see the logs.

Just an idea: Have you tried putting "Open" between quotation marks?

I can't find the specific documentation for Data Center, but the Cloud documentation states that:
{{pullRequest}} smart values are only available for the Pull request created, Pull request declined and Pull request merged triggers.
Can you switch from Scheduled and Manual triggers to Pull request ones?

Apologies if that wasn't clear, I actually meant switching the trigger rather than the smart value.
That said, it looks like Data Center may not support pull request triggers at all. Could you confirm whether you see any of these options on your side?
