Hello,
I will be migrating our instances of both JIRA Cloud and Confluence Cloud to their respective Server versions over this weekend. I have informed the office that we will be performing this cutover, but I was also wondering if there was a way to lockdown the Cloud instances, in order to catch any users who try try and edit the Cloud instances?

Unfortunately there is no such function to put your whole instance in read-only mode. There is a feature request already opened to address this:
