User is still receiving EMAIL NOTIFICATIONS for tickets that are not assigned to him/her related to WORKFLOW if someone changes the Assignee/Status though i have removed Email NOTIFICATIONS on the WORKFLOW TRANSITIONS. And USER is not part of any default notification like All watcher, Reporter,Current Assignee.
Can someone pls suggest me as soon as you can. Looking forward for your reply!!!

Can you verify with the user if the "autowatch" option is disabled on his/her user's profile

Thank you for the screenshot, can you ask user to change the Autowatch setting to "disabled" and also recheck the notification scheme to make sure you didn't miss anything.
As per Creating a notification scheme
Jira will send notification emails to both the previous assignee and the current assignee, whenever the assignee field changes.
However, earlier versions of Jira only sent a notification email to the previous assignee if the operation that changed the event was the Assign Issue operation. It did not send a notification if the issue was edited in some other way.
Thejira.assignee.change.is.sent.to.both.parties
advanced Jira option allows this legacy behavior to be re-instated, for those customers who prefer this behavior.See JRA-6344 for more details.

1) Can you ask user to change the Autowatch setting to "disabled" -
Just to confirm if user changes the AUTO WATCH to disabled they will not notify to any changes right.
2) Recheck the notification scheme to make sure you didn't miss anything. -
Ok, i have attached the Project Notification snippet for your reference.
And i have noticed User is in WATCHERS list for one of the ticket that's why he had received the email notification am thinking pls correct me if i'm wrong.
