I work on 2 related projects (A and B). In Project A Epic there are 4 tasks, some of the project work is done by the team working on Project B (I clone one of the tasks to Project B). I need to create a filter that will show me epics for which there is no task created in Project B.

Unfortunately, using JQL of Jira, you’ll not be able to do it.
In the app where my team works, JQL Search Extensions for Jira, you can use this query to find all your epics that have a children task that is not from project B.
issue in epicsOfChildrenInQuery("type = task and project != B”)

You can use "Parent Link" is EMPTY (in the latest Jira Cloud at least) when searching for Epics.
