Query with an exception

Hello,

i want to order the issues in a dashboard. i added two gadgets "rich filter controller" and "rich filter results". this works perfectly so far. in the query the "ORDER BY" is set for the priority. in the next step i want to exclude a value from this "ORDER BY" and set it to top.

i have priority 1, 2, 3, 4, ..., 20 and - for unallocated. is there a way to set - to top and only sort the rest down below?
