Question regarding JIRA webhook and Email Handler

I am working with JIRA email handler and webhook , and I have a question.

my webhook works whenever I created a JIRA ticket from the JIRA webpage. the webhook gets called successfully.

However if I am sending an email , and the JIRA Email Handler gets call (ticket gets created successfully as well), but the webhook isn't called, do you know why?
