Questions on Zephyr Features for Jira Cloud.

We have more than 100 people in our Jira. But we need Zephyr only for 10 person. If we will buy Zephyr for Jira, should we pay for all member in our Jira or we could pay for only 10 person?

Apps need to be licenced for the highest tier of Jira application you have.  So no, you need to licence Zephyr for 100 people, as that's how many could use it.

If, for example, you have licences for 3 Service Desk Agents, 50 Software users and 100 Core users, all apps you add to the system need to be licenced for 100 users, as the highest tier.

All users of the system are counted as having the app because they have access to it, even if they do not use it, they could.

JIRA licenses are structured that way. You pay for the highest tier you have on your instance, regardless of the number of users that will be using the app. Rationale being that the app is available to all.

There are many plugins for test management on marketplace.

You can weigh costs across plugins, keeping the functionality that you need in mind.
