With many people using Atlassian tools, are there Return On Investment figures and example which I can pass upwards to show the benefits (cost, quality, speed, etc) when using the products?

Compared with many development, project management and collaboration tools with same richness of features, and especially for the improved communications and optimization brought back to the organization that really uses them, Atlassian tools are not expensive (especially given how much $$ is daily wasted in organizations - your CEO will have to give a head nod to this assertion),
But if he wants some numbers - make a nice slide like this - for your tiers (and add in plugins or add-ons). Break it down to the per user, per year, per month, per week, per day...

Bamboo is per agent, not users (see sizes in left column). So you can see the breakdown is larger (and I guess a misnomer in this case in the headers of the table). Perhaps this is helpful: https://quickstart.atlassian.com/download/bamboo/get-started/agents/
