②プロジェクト毎の閲覧権限について設定は可能でしょうか

1.Access authorization to different users through Board Filter in Board Settings

You have written the same answer for Q3. and Q4., but I believe the answer for Q3. should be "Users with Move Issues permission can operate across boards. This setting is configured in board permissions "

You can't drag and drop cards directly between boards, this is based on how the two boards define the filter for cards and the display rules for columns.
In fact, all cards belong to projects, and the board display is just another dimension.
If the Issues on the two boards belong to different Projects, you need to move these Issues across projects first.
