QUESTION 1 of 2: Please confirm that when steps below are used to backup a Jira Cloud account, the Cloud Site is not deleted when the backup is created.

Section: How to create a backup for Jira Server or Jira Data Center
To create a backup for server:
Choose > System
In the IMPORT AND EXPORT section, click Backup manager.
Under Backup for server, select Create backup for server.
You can tick the Include additional files option if you want to include issue attachments, user avatars, and project logos in the export.
After the backup is complete, select Download backup file.
QUESTION 2 of 2: Is there a limit to how often I can run the backup mentioned above.

your data is not deleted when you create an backup.
But if you have Next-Gen Projects and want to create an Server/DC Backup, the Backup assistant will ask you to delete the Next-Gen-Projects, as they can not be imported to Server/DC. If you choose to delete the Projects there, they will be deleted from your instance.
According to the KB-Article you linked:
You can backup your Jira data at any time. However, if you include attachments, avatars, and/or logos, you'll need to allow 48 hours between backups.
