A client needs to move to atlassian server from Atlassian cloud and would want to setup jira server edition-
Can you help me with these questions?

1. All the questions that needs to be asked to client to prepare this proposal?
2. what should be the technical solution and estimation?

From Cloud

A JIRA backup needs to be provided to import into server version

The file for attachments needs to be provided to move into server

Version of JIRA

List of all plugins installed

Review JIRA hardware/software requirements and verify they met them

I don’t know what you mean in #2

The technical solution is straightforward, it is the hardware/software requirements of JIRA

By estimation, do you mean manpower or cost?  I’ve installed JIRA server and once the server is stood up it should take no more than a week to install and test.

There is no way I or anyone in the forum could predict that without more detail. I've installed and configured JIRA at several sites and as I said it shouldn't take more than a week at most. Since you're importing an existing configuration it may only take a couple days as long as everything goes well.  This is based on the servers for the JIRA and the database are already stood up and pass your cybersecurity checks.
