Hey guys, a newly added user is unable to see one of the projects under our Jira software account. We're using the free plan and he is the 9th user, so there isn't a problem with the user limit of 10. He can see the 'jobs site' project but not the other one. We checked the settings but are unable to crack this one.

Hey Jack, the user doesn’t exist under that project. Apparently, I cannot add him at a project level coz we’re using the free version. Funny thing is user hasn’t been added individually onto the project to which he has access to. I see a pop up appearing when I hover the mouse around ‘add people’ - “On a free plan, you can only add people using your sites administration settings. Upgrade your plan to better control who can access this project”

I don't use Free version so hard to reproduce. Can you go to settings (cog in upper right) > User management find one of your existing users and inspect what groups they are in. then find the other user and add them to the same groups.
Is this a classic project? If so go to project settings > permissions and inspect which group/role has Browse access to the project in question and ensure the user is in that group/role.

Hi @Yaseen Shareef , this is a rather old post. The cause may be quite different in your case. The bottom line here is that it is likely a permissions issue for that specific user. Without seeing the details of your scenario it's hard to say for sure. Please provide the following:
