Add Flag option Missing

For one of my projects, the Add Flag option is missing from the cog menu.  Any clues as to why this may be the case?

The only difference I can think of re this project is that this is a "Business" type project.  Would that cause the flag option to be hidden?

If I create a sprint board which includes tasks from that project, I am able to right click and Add Flag from there -but not from the issue itself.

By chance is this one project a Team Managed Project? AFAIK Flags are not supported in TMP.

Ok is this a SW project or maybe a business project? What is unique between the projects?

It is a business project.  I believe the others are software projects.  Is the flag option not available for business projects?

It appears that is the case. I just saw that in my instance.
