I have a business requirement to have a Custom field displayed as the first field on 'Create Issue' screen i.e. above the 'Project' field.
Could you please shed some light and provide references for me to look into. Attached is the screenshot of 'Create Issue' screen, where i am looking to add the custom field, for use.

I think that this is not possible.
Issue creation screen is defined by project and issue type.
More over, some custom fields could have different values depending on context (project and issue type).
So, it seems for that that it is not worth to implement.
