I'm currently managing a Jira Cloud instance that has multiple products within.
For all of those products, I want to have the possibility to add external members (clients of mine) who participate in dedicated projects.
That access is NOT similar to any other internal user. I want these external users to have limited access or just read-only access inside the project. Having access to add comments is a must but not mandatory.
My main struggle is to understand how to:
- Properly configure the rights user group;
- Invite users without a Jira license;
- Assigning those users to the newly created "external" group;
- Making sure that users only access the specific project.

First understand that you need to create a Jira user account for any external client, these are paid licenses. Then ensure that these users are only in a specific group that you create and that is not associated with any other projects. Finally add this group to the Permission scheme under Project settings for Browse and if desired Comment permissions.
Hi, this licensing model is a shame as it really limits us bringing clients on Jira and have them transparently review project status. There should be a licensing scheme for this type of users with very limited access.

No, all users needing access to see issues must have a license. The only way around this is to use Jira Service Management and add users as Customers which are free. But they would only be able to see the issues they create.
