I read here that Jira Cloud does not support adding a workflow transition validator for a custom field but that I can get that functionality if I use Jira Suite Utlities (JSU).
So I installed JSU and went to edit my workflow but I don't see any additional validators when I edit a transition. I just see the original list of validators and the 'Field Required Validator' only shows Jira built-in fields.
I do see a single condition in the 'Add Condition to Transition' screen with '(JSU)' in the name: User Is In Any Users (JSU).
I found an answer which implies it is no longer possible to create a "Classic" project in Jira cloud unless you have an old Classic project you can copy from. This make the JSU app useless for new users.

JSU Cloud can only be used to customize the workflows of company-managed (Classic) projects in Jira.

Please check what type of project are you using ?
If you scroll to the bottom of the project page, you can come to know what type of project it is.

The project is company managed. When I created it, I selected the Kanban option from the list of project templates. I don't see a "Classic" template option.
