I added a user to Jira, there email is valid. But, the user never received an email from Jira to setup their account. The user checked the spam and junk folder as well. Could you advise why the user didn't receive an email to setup their Jira account?

After all checked mentioned by @Valeriia_Havrylenko_SaaSJet , you can try sending a test email to user. It will help to understand if email is blocked on network. Sometimes a particular domain is blocked.

Could be several reasons, but for me it seems more like first one
Spam Filters: Even though the user checked their spam or junk folder, the email might have still been filtered out by their email provider's spam filters.
Delayed Delivery: Sometimes, email delivery can be delayed due to network issues or server congestion.
User Preferences: Confirm with the user that they have not opted out of receiving emails from Jira or have any specific email settings that could be preventing them from receiving the email.
