Can someone please help me with some automated scripts or way to either monitor or restrict Project Admins to add any individual users into the project? Only roles should be allowed to add and no users.

I'm confused. Users are added to project roles by the project admin as part of their job. Project roles are universal and may or may not have any members in a given project. How are the admins adding individual users?

Actually in our instance in the company we have roles for every project and thus users are added by us in the roles and thus the permissions in the permission scheme are given to the roles and not users.
To stop any mess, we would like the users should have access to the project through roles and thus should be added separately in the 'Users and Roles'. We already add roles there.

So you want the users assigned to roles, which is a project admin function. How are the project admins assigning individual users to the project outside of roles? Only JIRA admins can update the permission scheme

Hi Joe,
In our organization, we have role based access system. We make roles according to the categories. When we create the new project, we provide the access to the team members through that set of roles.
Thus we would like no user to be added in the project 'Users and Roles' section, other than few roles that we add ourselves.
