What kind of admin could make the app and authenticate it with another product?

Jira administrator permissions are required to manage apps:

To create an app, you will need an Atlassian Cloud Developer account:

One more question, does Jira integration need to publish on atlassian marketplace?
To list/publish the app on atlassian marketplace you will need a vendor account at the marketplace.
