After restoring the back-up on new JIRA instance , unable to login

I have two JIRA instances JIRA1 and JIRA2.  JIRA1 is running from 3 months on an Linux machine , now we have created new machine with better size and trying to migrate the JIRA1 content to new JIRA2. I was able to restore the back up of JIRA1 to JIRA2. But now the users of JIRA1 are unable to login to JIRA2 instance. The error thrown is "username has only the USE permission or not present". But when i query the user table of the new JIRA instance I can all the users wiht their credentials imported. Not sure how to solve this issue.

How your user management is happening?.Is it directly connected to LDAP or crowd?

The users are on the JIRA internal directory.

Can you change the order of internal directory up in user directories?(up arrow)

yes....i have only one directory thats internal and it in the position '0'
