Start with a look at the system event log - that is likely to contain enough information to tell you what the problem is.
If it says the service started ok, and does not capture the reason it then failed, then look at the Jira application log (<Jira home>/logs/atlassian-Jira.log) and the Tomcat log (<Jira installation>/logs/Catalina.out)
But start with the windows event log.

The second bit of log given looks like the problem - the user that you've told Jira to run as does not have the right permissions.

I have checked that, the user-ID has right permissions to run as windows service permissions, but still above mentioned errors coming up.
Please look inot the issue.

That is not what the log is telling us. It's clear that the user running it does not have the right permissions.

We ensure that, the user we have using to configure this has the require "Log on as service" permission, but tested many times, it gives the same error. Could you please check on this asap.

We can't check on anything - the software is running on your server, which we have no access to.
You will need to give the account that is trying to run it the permissions to do it.

I confirm you that, we have "Log on as service permission to the logged in user", now these 2 are event log errors.
