All the users are not able to view certain issue in team - managed project. 
Issues have not been deleted.

I'm assuming someone can see the issue, correct? Otherwise how do you know it hasn't been deleted?

And these users have access to this Project (i.e can see other issues in it)?

You can restrict access to an issue, to only allow specific Project Roles to view them - this could be the issue.

To check this...

1. Go to the issue (you need to be able to see it)
2. Select the padlock icon in the top-right corner
3. Add/remove restrictions if necessary

If restricted, the padlock will be locked on the issue screen and highlighted in red.

there are 3 to 4 issues all users donn't see. How can we confirm if issue was deleted?

User didn't receive the notification as well on deletion of issue.
