Hello @Kathy Watters , thanks for the detailed explanation. That's so odd. Since, you are a site admin can you goto "Shared Filters" and see if you find your filter there?
type gg --> enter "shared filter"
or
settings --> system --> shared filters

I was trying to see if the filter access was changed but looks like it is still a private filter.
Here is another way to edit permissions of your filter :
goto all filters --> click on the filter and then click on details which gives you details of your filter --> Click on Edit Permissions --> add group or project --> save

Thanks for sharing that screen Kathy, you probably do not have the "Create Shared Object" global permission assigned to you, can you goto --> settings --> system --> global permission and confirm if you are part of the group that has create shared object permission granted. Also, can you confirm if you are seeing the same issue on the other filters you own?

Relating to existing filters, it appears I can make any of my shared filters private, but can't edit a filter to add any type of shared permission
Unfortunately I can't see the users in the global permissions buckets. I'm going to escalate internally to see if they've changed something recently. .

Yeah, please ask your jira admin to check if you are part of the group which has “create shared object” permission granted.
