Our company is filling project in a lot of grant calls. Each awarded project needs follow up (workpackages, outputs, reporting, closing).
Who is also using Jira for this kind of purpose and what is your set-up of Jira? What's your datamodel behind it?

When I worked for a University I helped their grant processing / management team setup Jira Service Desk to manage grant processing. This provided colleges, vendors, etc insight into the grant being processed. We setup workflows for different types of grants to ensure that federal, state and grant requirements could be met. We used organizations so colleges could easily see where the grant was in the process and provide information when needed. Web hooks / APIs provided a way to communicate with other systems. Vendors could also see where their payments were through the portal. Hope this helps.

Assuming then on the other end of the spectrum, grant recipients, the same processes could be used? We apply for and manage the grants we receive, along with the projects that fall under those grants (rehabilitating acid mine drainage sites for instance).
There are a number of grant management platforms out there, but all are quite expensive and out of our budget. We would only have 5-7 individuals (operations director and board members) who would need access to this information in Jira. We could accomplish most of this within Jira right?
