Is there a way on how to implement an approval step for any changes in Jira Administration, for example if a permission scheme has been modified to include a managerial approve to confirm the change? if not Is there any way to get notified once a change or deletion action has been done to any of Jira Administration e.g. permission schemes, Issue type schemes etc... ?
Or if the above can be implemented using custom development or API?
Sounds like you are looking to have an approval step for any Jira admin type changes. No there is nothing built into Jira that would allow for this. Best practice is to limit the number of Jira admins to a trusted few.

You could look at the audit logs, not going to give you a notification tho.
