I would like to create a "view-only" JIRA project where people can't comment or move a task but can be assigned to this task.
I have created a private project and invite people as viewers. Unfortunately I can't assign those people to the tasks.
Is there any solution for that ?
My suggestion would be :
In your project people settings you can then add groups or individual users to the Viewers role.
Are you using team or company managed projects?

Thanks @Tom Lister . I'm using team managed project. I can't find the "Assignable User" option when creating a new role.

Team-managed projects don't allow the detailed permission settings to achieve this. The in-bullt Viewer role is more restricted than you want.

I found a work-around: change role to members / assign tasks to members / change role again to viewer.
The assignation stays on the tasks and my users can't edit it.
