if are talking about https://marketplace.atlassian.com/apps/1211542/atlassian-rest-api-browser?tab=overview&hosting=server this app works just on a server instance. Please specify if you are on the cloud or on a server instance.

after installation you can go to Administration section -> System -> REST API Browser

This plugin is just a way to interact with builtin apis provided by JIRA. REST APIs are automatically provided by JIRA and there are no other APIs provided by that plugin.
