Hi Ashima,
Atlassian Universal Plugin Manager (known as UPM) is a self addon instalator plugin. UPM is "core" of Jira addons.
Info from Atlassian official KB:
The Universal Plugin Manager (UPM) is a tool for administering apps in Atlassian applications. You can use the UPM to find and install, manage, and configure. apps. The UPM interface is the same across products.
Ad 1. UMP is always present - it cannot be uninstalled.
Ad 2. What data are you referring to?

For the UPM, that is utterly irrelevant.
Atlassian tools that have it installed, need it. You don't care where it is used, for any reason at all.
