While creating an issue in JIRA after click "create" button in the navbar, I see the right modal which includes de rich editor toolbar for description.
The problem is that, in the editor, the attachments button is being available for jira-admins only.
Where could I configure that permission or option?

Go to project admin and have a look at the permission scheme. I suspect it says "Add attachments - only admins", and you'll want to open that up a bit more.

No, this is not the case. It is allowed for everyone to attach files.
And they can do it ussing the attachments block that shows after the description.
The problem is in the Rich editor . Attached is a screenshot of what my users see when they are creating an issue. The button for attaching files directly in the editor is missing for them.

What do you get in the "visual" tab under the description?

Just the same. Is just the visual or text mode of the editor, but I don't get changes un the toolbar.

I am having the same problem.
What is weird is that some users see it, some not.
Even weirder is I had it there, and a few minutes later it was not there anymore.
Anyone found a pattern?
