Random attachments that show Jira's logo amongst others populate automatically when someone that's not a Reporter, Assignee, etc. is tagged in the ticket adds a comment.

Could you send along some screenshots for us to have a look at? I could be exceedingly off base but this sounds a LOT like someone responding to the email message Jira sends out. The email sent becomes a comment and, if there are busy signature blocks added... rando attachments may ensue.

Short answer is yes by tweaking the mail handler. Longer answer is that you likely just want to let it keep doing that. Restricting that ability removes when you WANT an explicit attachment added to an issue.
Some experimentation might get it a bit better but do be careful not do cut your nose off to spite your face. Sometimes you just have to put up with the annoyances.
