This should be the simplest possible conflict to auto schedule yet it isn't able to. What am I missing here?

What actions have you taken that you think should have triggered the autoscheduler to move the issues?
If you have changed a date I think you need to actually trigger the Auto Schedule and preview the changes, then accept the changes. I don't think that having Auto Schedule configured simply automatically changes the issues as the dates change.
I don't work with Advanced Roadmaps though, so I could be totally wrong.
You're already looking at the preview screen in my image. So I have already triggered it. I also already tried accepting it to see if it would jump, but it didn't do anything.
