Automated method to send out reminders for dormant issues?

Hi,

I have a request asking if there is an automated method in JIRA to send out reminders for dormant/stale issues.  A Mgr wants to 'patrol' issues that are not moving without manually going through ea issue.

Is there a plugin?

Ideally we would like to see an email being created after an issue has been idle/stale for a specific amount of time. Is this possible?

Yes, this is my question. We have too many tickets that sit idle. I want an email notification sent to the reporter if the ticket has sat with no movement in 3 days.
