Is there a way to fill the comment of the time tracking automatically if is was left empty?
Can't find any solution or a way to manipulate the time-tracking comments.
Edit: It seems to be called "work description"

Maybe you can do it with REST API, make automation rule with trigger Work logged and than add action Send web request, execute PUT action to edit your worklog.
If it can't be done in that way, you can do it with Scriptrunner's Script Listener if you're using it. Also by sending REST API call to update your worklog when new worklog is added or created.

I'd need to know more about your specific use case before I can say something for sure, but our App, Clockwork Free, does exactly that - adds an automatic worklog description if it was not filled by hand, and it also allows admins to make the worklog description mandatory when a worklog is added via a manual timer or just by logging work directly.
