I want to move all 85 members of "jira-technology-strategy-incubation-team' group to a new group called "jira-technology-strategy-incubation-team2". I, of course, have access to the bulk edit group members tool, however, I cannot seem to move the 85 people from one group to another.

Natively you will not be able to move the users from one group to other. However, you will be able to copy the users from one to another group by using a filter. You can also remove the users from a group by selecting multiple users at a time.
Below steps helps you in bulk copy the users from one group to another.

@[deleted] I tried that solution yesterday, however, there is an inconsistency in the total user count for jira-technology-strategy-incubation-team group between the 'bulk edit group members screen' and the 'user picker' screen. See below, you will notice the jira-technology-strategy-incubation-team group has 85 members, but when I pull the group up in the user picker it only shows 6. When I realized members were "missing" I submitted this ticket yesterday assuming I was doing something wrong... which I still may be.
* Clearly I am missing something here??
